Rules of the Road


Avoid warnings and towing costs by properly displaying your permit and by parking legally in your designated areas.

  • Observe the 25 MPH speed limit on campus.
  • Observe the 10 MPH speed limit in residential areas of campus.
  • Stop for pedestrians.
  • Current parking permits must be displayed by all employees, students, and visitors. Student permits must be purchased online through the Student Parking Permits link.
  • Driving or parking on sidewalks, lawns, service areas, service roads, or other areas not designated for vehicular traffic is prohibited. Violators will be towed from these areas.
  • A legal parking spot is between two white lines, in the appropriate designated lot, and displaying a current assigned decal or hangtag for that lot.
  • The operator of any vehicle must obey the instructions of all traffic signs and traffic control devices placed on the campuses unless otherwise directed by a campus officer.
  • The Board of Governors for Higher Education approved the following list of parking violations and fines universally applicable to all institutions of higher learning under the control of the board and pursuant to RIGL 16-59-1 and a fine may be assessed for each of the following:
    – No parking area (posted/marked)
    – Non-registration or not displaying a current URI parking permit/decal
    – In an area without the proper permit
    – Blocking (ramps, travel lanes, access ways, entrances, gates, parking areas, and loading areas)
    – Driving or parking on areas not designated for vehicles (grass, sidewalks, walkways)
    – Improperly parked/overtime
    – Not within a marked space
    – Blocking snow removal
    – Parking in a fire lane
    – Parking within 8 feet of a hydrant
  • Illegal parking in a marked handicap space is a $100.00 fine and towing (first offense) and is a Rhode Island state statute (RIGL 31-28-7 (F)).
  • All Rhode Island motor vehicle codes are in effect on all campuses.
  • RIPTA transit and campus pedestrian assistance services are available.

Board of Governors’ Parking Regulations

The following parking regulations have been updated as of August 2006 and will be in effect as of that date: University of Rhode Island Parking Regulations (PDF). Whether you maintain a vehicle on campus throughout the academic year, or bring one to campus occasionally, you are required to become familiar with, and observe, the parking regulations outlined in this publication and must display a current permit.
