When you live off campus, you\u2019re not just a student, but you\u2019re also a neighbor. Living off campus is an exciting step toward independence that comes with responsibilities and the opportunity to make a positive impact.<\/p>\n\n\n\n<p class=\"type-intro fullwidth\">Use this guide to help navigate your role as a respectful, responsible member of your off-campus community.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Respect Your Neighbors<\/h2>\n\n\n\n<p class=\"type-intro fullwidth\">Many of your neighbors are families, retirees, or professionals with different lifestyles and schedules. A little effort goes a long way.  Help foster a friendly environment by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Saying hello and introducing yourself\u2014it sets a positive tone.<\/li>\n\n\n\n<li>Being mindful of noise\u2014especially late at night or early in the morning<\/li>\n\n\n\n<li>Parking only in legal, permitted spots<\/li>\n\n\n\n<li>Only use legal pathways (\u201ccut\u2011throughs\u201d) and public or officially designated access.\n<ul class=\"wp-block-list\">\n<li><strong>Trespassing on private property<\/strong> is disrespectful, potentially unsafe, and may lead to conflict with neighbors or enforcement.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Small gestures\u2014like helping shovel snow or saying thank you\u2014can build trust.<\/li>\n\n\n\n<li>Attend neighborhood meetings or town events when possible.<\/li>\n\n\n\n<li>Make sure your guests follow the same expectations<\/li>\n\n\n\n<li>Respond respectfully if concerns are raised.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Keep Noise in Check \ud83d\udce2<\/h2>\n\n\n\n<p class=\"type-intro fullwidth\">Keeping the peace is one of the most important parts of being a good neighbor.  Late-night parties and loud music can lead to strained neighbor relations\u2014and fines.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Observe local noise ordinances, especially during nighttime quiet hours; check local government websites for noise ordinances.\n<ul class=\"wp-block-list\">\n<li>For example:\n<ul class=\"wp-block-list\">\n<li>Narragansett\u2019s noise ordinance prohibits unreasonable noise after <strong>10 p.m.<\/strong><\/li>\n\n\n\n<li>South Kingstown restricts excessive noise after <strong>11 p.m.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Keep music, voices, and outdoor activities at a respectful volume.<\/li>\n\n\n\n<li>If you host guests, ensure they arrive and leave quietly.<\/li>\n\n\n\n<li>Refrain from holding large or disruptive gatherings, especially on weeknights.<\/li>\n<\/ul>\n\n\n<section class=\"cl-wrapper cl-notice-wrapper\"><div class=\"cl-notice\" data-hash=\"1fb4a68d9e7105e64bc3090fceda6361\"><h1>New Orange Sticker Ordinance (Narragansett)<\/h1>\n\n<p><a href=\"https:\/\/narragansettri.gov\/DocumentCenter\/View\/151\/public-nuisance?bidId=\" data-type=\"link\" data-id=\"https:\/\/narragansettri.gov\/DocumentCenter\/View\/151\/public-nuisance?bidId=\">Sec. 46-35. \u2013 Penalties for violation.<\/a><\/p>\n\n\n\n<p>(a) It shall be a Code violation punishable as follows when intervention at a location to abate&nbsp;a gathering constituting a public nuisance occurs:<\/p>\n\n\n\n<p>(1) For a first offense the Municipal Court may impose a fine of $500.00 to any&nbsp;person who organized and\/or attended the gathering and\/or any person residing at&nbsp;the premise and shall impose a fine of $500.00 to the record owner(s); and&nbsp;<\/p>\n\n\n\n<p>(2) For a second offense the Municipal Court shall impose a $500.00 fine on each&nbsp;person residing at the premises and the record owner(s) and shall revoke the record owner\u2019s rental registration certificate for the following rental year.<\/p>\n\n\n\n<p>(b) In addition to the above, the municipal court shall be authorized to order the person or\u00a0persons in violation to perform community service. For a first intervention, ordering\u00a0community service shall be discretionary. For a second intervention, the municipal court\u00a0shall, in addition to the monetary penalty set forth above, order the person or persons in\u00a0violation to perform not less than 25 hours of community service.<\/p>\n\n<\/div><\/section>\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">\ud83d\uddd1\ufe0f Take Care of Trash<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Store garbage in sealed bins; avoid overfilling<\/li>\n\n\n\n<li>Recycle properly\u2014check your town&#8217;s guidelines<\/li>\n\n\n\n<li>Bring trash and recycling bins to the curb only on pickup days<\/li>\n\n\n\n<li>Bring trash and recycling bins in promptly after collection<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Maintain Your Property<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Keep your hallway, yard, porch, and sidewalks free from trash and clutter.<\/li>\n\n\n\n<li>Mow lawns, remove snow, and take care of seasonal upkeep, if specified in your lease.<\/li>\n\n\n\n<li>Avoid parking on lawns or obstructing sidewalks and driveways.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Respect Shared Spaces<\/h2>\n\n\n\n<p class=\"type-intro fullwidth\">You&#8217;re part of a shared community\u2014help keep it safe and welcoming.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Keep pets leashed and pick up after them promptly.<\/li>\n\n\n\n<li>Avoid gathering in large groups on front lawns or sidewalks.<\/li>\n\n\n\n<li>Don\u2019t block driveways, mailboxes, or entrances to other homes.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Understand the Consequences<\/h2>\n\n\n\n<p class=\"type-intro fullwidth\">You\u2019re still a URI student, even off campus. Your actions off campus still matter.  <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All students are <strong>subject to the <a href=\"https:\/\/web.uri.edu\/studentconduct\/handbook\/\" data-type=\"link\" data-id=\"https:\/\/web.uri.edu\/studentconduct\/handbook\/\">URI Student Code of Conduct<\/a><\/strong> for their off-campus activities while enrolled at the University.<\/li>\n\n\n\n<li>Violations such as disorderly conduct, illegal substance use, or disrespecting community norms can result in disciplinary action through the Dean of Students Office.<\/li>\n\n\n\n<li>Students found responsible for off-campus misconduct are subject to the same consequences and penalties as misconduct that occurs on campus, including dismissal from the University.<\/li>\n\n\n\n<li>Local law enforcement and municipal authorities may also issue citations or fines for noise, property, or public behavior violations.<\/li>\n\n\n\n<li>Know your rights and responsibilities as a tenant and <a href=\"https:\/\/web.uri.edu\/studentconduct\/student-rights\/\" data-type=\"link\" data-id=\"https:\/\/web.uri.edu\/studentconduct\/student-rights\/\">as a student<\/a>.<\/li>\n<\/ul>\n\n\n\n<p class=\"type-intro fullwidth\"> Misconduct in the community can lead to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Tickets and fines from local police<\/li>\n\n\n\n<li>Landlord intervention or lease termination<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What to Do If You Witness Student Misconduct<\/strong><\/h3>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th><strong>Step<\/strong><\/th><th><strong>What to Do<\/strong><\/th><th><strong>Additional Guidance<\/strong><\/th><\/tr><\/thead><tbody><tr><td>Ensure your personal safety.<\/td><td>Always prioritize your own safety first. <br><br>Do not intervene directly in situations that could be dangerous.<\/td><td>If someone is in immediate danger or if there is a threat to life or property, call 9-1-1.<\/td><\/tr><tr><td>Contact local authorities (if needed).<\/td><td>For emergencies, call 9-1-1. <br><br>For noise, public disturbances, or illegal activity, call the local police department&#8217;s non-emergency line or city\/town Code Enforcement.<\/td><td><em>Example:<\/em> In Narragansett, call (401) 789-1091 (non-emergency police) or Code Enforcement for housing and noise violations.<\/td><\/tr><tr><td><a href=\"https:\/\/web.uri.edu\/studentconduct\/report-incident\/\" data-type=\"link\" data-id=\"https:\/\/web.uri.edu\/studentconduct\/report-incident\/\">Report the incident to URI.<\/a><\/td><td>Any person\u2014student, neighbor, faculty, staff\u2014may report student misconduct to the URI Office of Community Standards.<\/td><td><\/td><\/tr><tr><td>Be specific and factual.<\/td><td>When submitting your report to URI, include clear details: who was involved, what happened, where and when, and any supporting evidence (e.g., photos, video, time logs).<\/td><td>Reports should describe the behavior objectively, avoiding speculation. <br><br>Reports that lack detail may be more difficult to investigate.<\/td><\/tr><tr><td><a href=\"https:\/\/web.uri.edu\/studentconduct\/conduct-system\/\" data-type=\"link\" data-id=\"https:\/\/web.uri.edu\/studentconduct\/conduct-system\/\">Understand the process<\/a>.<\/td><td>Review URI\u2019s Student Handbook or learn more about how the University handles reports of off-campus misconduct.<\/td><td>Visit <a href=\"https:\/\/web.uri.edu\/studentconduct\/conduct-system\/\" data-type=\"link\" data-id=\"https:\/\/web.uri.edu\/studentconduct\/conduct-system\/\">uri.edu\/studentconduct\/conduct-system\/<\/a> for policies and procedures. <br><br>The University may follow up with you if additional information is needed.<\/td><\/tr><tr><td><strong>Do not use the reporting form for emergencies.<\/strong><\/td><td>The URI report form is not monitored 24\/7 and should not be used for incidents involving immediate danger.<\/td><td>If you are unsure, it\u2019s always best to call 9-1-1 or your local police department first.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Consequences of Poor Neighbor Relations<\/h2>\n\n\n\n<p class=\"type-intro fullwidth\">Your conduct off campus can lead to serious outcomes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complaints from neighbors may result in University discipline.<\/li>\n\n\n\n<li>Local police may issue citations for noise, disorderly conduct, or parking violations.<\/li>\n\n\n\n<li>Persistent issues can damage your reputation, lead to eviction, or limit housing options for future URI students.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">Be a Rhody Neighbor<\/h2>\n\n\n\n<p class=\"type-intro fullwidth\">Living off campus is a big step. How you show up in your neighborhood matters.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be visible\u2014in good ways<\/li>\n\n\n\n<li>Communicate openly with neighbors<\/li>\n\n\n\n<li>Respect shared spaces<\/li>\n\n\n\n<li>Celebrate responsibly<\/li>\n\n\n\n<li>Help build a stronger town-gown relationship<\/li>\n<\/ul>\n\n\n\n<p class=\"type-intro fullwidth\">You&#8217;re not just renting a place\u2014you\u2019re joining a community.
