Her research focuses on fisheries and the marine environment in the South China Sea\/ West Philippine Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Previously an Associate Solicitor of the Office of the Solicitor General of the Republic of the Philippines, Sybil was part of the legal team that represented Philippines in the advisory opinion proceedings on climate change before the International Tribunal for the Law of the Sea (ITLOS) and the International Court of Justice (ICJ). She completed international law trainings, such as the 2023 Rhodes Academy on Oceans Law and Policy in Greece.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sybil earned her Juris Doctor degree from the University of Santo Tomas (UST) Faculty of Civil Law, Philippines. She was a member of the UST Law Debate and Moot Society and represented the university in various tournaments. Immediately after law school, she worked in the litigation department in the law firm of Veralaw, with exposure in maritime law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sybil is a 2025 fellow of the United Nations Nippon Foundation (UNNF) Fellowship Programme, where she underwent training and research in the Division for Oceans Affairs and Law of the Sea (DOALOS), Office of Legal Affairs, United Nations at its Headquarters in New York.
