{"id":104,"date":"2013-12-16T18:48:23","date_gmt":"2013-12-16T23:48:23","guid":{"rendered":"https:\/\/web.uri.edu\/manual\/?page_id=104"},"modified":"2026-04-09T12:31:34","modified_gmt":"2026-04-09T16:31:34","slug":"chapter-8-10","status":"publish","type":"page","link":"https:\/\/web.uri.edu\/manual\/chapter-8\/chapter-8-10\/","title":{"rendered":"Centers and Institutes"},"content":{"rendered":"<h3>Chapter 8 &#8211; Academic Regulations<\/h3>\n<p><strong>Centers and Institutes<\/strong><\/p>\n<p><strong>8.90.10 <\/strong>The following sections, 8.90.10-8.90.40, establish the administrative procedures for Centers and Institutes at URI. Centers and Institutes are of two types: Academic and Institutional. This section of the University Manual deals with Academic Centers and Institutes. Institutional Centers and Institutes are considered in other parts of the University Manual and\/or other University governing documents. Academic Centers and Institutes are officially recognized units that shall be established with the purpose of advancing scholarly, instructional, training, service, and\/or outreach activity through collaborative research or creative endeavors.&nbsp;Notwithstanding any provision stated here or any arrangements derived from these sections, curricular matters shall always and only be reserved as the concern of departments, colleges, schools, and academic experiences, and the hiring and primary housing of academic staff shall be reserved for departments, colleges, and schools.<\/p>\n<p>An Academic Center has a focused mission and a clearly defined objective to facilitate collaboration at the university. It may involve a group of faculty from one or more departments from a single college or school or from different colleges and schools. An Academic Center must have no fewer than three core faculty members (including the director). The governance of an Academic Center should generally not involve more than one college or school, but exceptions may be approved if a compelling case is made by the proposers at the time of application.<\/p>\n<p>An Academic Institute has a broad but clearly defined mission to promote interdisciplinary collaboration within and beyond the University. Academic Institutes may bring together many disciplines, departments, colleges, schools, and other institutions to create local, national, and\/or international partnerships.<\/p>\n<p>The feasibility of a proposed Academic Center or Institute using the term &#8220;Center&#8221; or &#8220;Institute&#8221; will be supported by the proposal documents and ultimately determined by the Centers and Institutes Review Committee (CIRC), the Faculty Senate, and the final determination by the Provost and Executive Vice President for Academic Affairs. Existing centers and institutes may retain their current designations as a center or an institute, with possible reevaluation of these definitional classifications at the time of renewal.<\/p>\n<p>Each Academic Center or Institute is an individual entity and not tied to the demise or expansion of other Academic Centers or Institutes.<\/p>\n<p>The list of active academic centers and institutes shall be maintained by the Office of the Provost and shared with the Division of Research and Economic Development, the Faculty Senate Executive Committee, and the Center and Institutes Review Committee.&nbsp;&nbsp;<a href=\"https:\/\/web.uri.edu\/wp-content\/uploads\/sites\/242\/11-12-25.pdf\" target=\"_blank\" rel=\"noopener\">#11-12&#8211;25, <\/a>#17-18-23 <a href=\"https:\/\/drive.google.com\/file\/d\/18K4omq7KMSdt6y8mhZukPjLa8yO2wstf\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">#20-21-32<\/a> &nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/1rirWbaGQuzfBxu3lNaMGF0TbhYk9xl-4\/view?usp=sharing\">#25-26-FSEC-08<\/a><\/p>\n<p><strong>8.90.11<\/strong> Removed <a href=\"https:\/\/drive.google.com\/file\/d\/18K4omq7KMSdt6y8mhZukPjLa8yO2wstf\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">#20-21-32<\/a><\/p>\n<p><strong>8.90.12<\/strong> Removed&nbsp; <a href=\"https:\/\/drive.google.com\/file\/d\/1rirWbaGQuzfBxu3lNaMGF0TbhYk9xl-4\/view?usp=sharing\">#25-26-FSEC-08<\/a><\/p>\n<p><strong>8.90.18<\/strong> Removed <a href=\"https:\/\/drive.google.com\/file\/d\/18K4omq7KMSdt6y8mhZukPjLa8yO2wstf\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">#20-21-32<\/a><\/p>\n<p><strong>8.90.20 Procedures for the Establishment of Academic Centers and Institutes.<\/strong><\/p>\n<p>Proposals for all academic centers and institutes shall originate with faculty representing the disciplines, departments, schools, and\/or colleges concerned. A proposal for the creation of an academic center or institute shall form its charter and include the following:<\/p>\n<ul>\n<li>a detailed explanation of the Academic Center&#8217;s or Institute&#8217;s mission, goals, and rationale;<\/li>\n<li>a thorough listing of the units that will participate in the proposed Academic Center&#8217;s or Institute&#8217;s governance, funding, and benefits;<\/li>\n<li>the selection of a single college or school that will be the proposed Academic Center&#8217;s or Institute&#8217;s budgetary home;<\/li>\n<li>a description of the proposed Academic Center&#8217;s or Institute&#8217;s administrative and staffing structure.<\/li>\n<li>a detailed budget with thorough explanation of amounts of internal and external funding and their sources among the participating units, and including personnel and space requirements;<\/li>\n<li>detailed arrangements for the dispersal of overhead funds, particularly indicating any special provision for the college or school serving as the proposed Academic Center&#8217;s or Institute&#8217;s budgetary home, or the equal treatment of all participating colleges and schools, without special provision for the college or school serving as the Academic Center&#8217;s or Institute&#8217;s budgetary home;<\/li>\n<li>detailed arrangements for grant infrastructure support from the participating colleges and schools.<\/li>\n<\/ul>\n<p>Proposers must present a letter of support from the leadership of every unit placed under obligation in the proposal, including specific reference to the budgetary obligations of the participating unit. The proposers must perform due diligence on any possible overlap with other units and acquire agreement by any units affected by the creation of the proposed Academic Center or Institute. A template for the application can be obtained from CIRC or the Faculty Senate Office. Proposals are judged on the thoroughness, feasibility, and quality of the proposed Academic Center&#8217;s or Institute&#8217;s mission (including the involvement of undergraduate and graduate students) and its potential for continued financial viability.<\/p>\n<p>Applications approved by CIRC will be presented to the Faculty Senate for a vote. Senate-approved proposals will be forwarded to the Vice President for Research and Economic Development and the Provost and Executive Vice President for Academic Affairs for final approval.&nbsp;&nbsp;<a style=\"font-family: Charter, Georgia, serif;font-size: 20px\" href=\"https:\/\/web.uri.edu\/wp-content\/uploads\/sites\/242\/11-12-25.pdf\" target=\"_blank\" rel=\"noopener\">#11-12&#8211;25,&nbsp;<\/a><a style=\"font-family: Charter, Georgia, serif;font-size: 20px\" href=\"https:\/\/digitalcommons.uri.edu\/cgi\/viewcontent.cgi?article=3249&amp;context=facsen_bills\" target=\"_blank\" rel=\"noopener\">#17-18-23<\/a> <a style=\"font-family: Charter, Georgia, serif;font-size: 20px\" href=\"https:\/\/drive.google.com\/file\/d\/18K4omq7KMSdt6y8mhZukPjLa8yO2wstf\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">#20-21-32&nbsp;<\/a> <a style=\"font-family: Charter, Georgia, serif;font-size: 20px\" href=\"https:\/\/drive.google.com\/file\/d\/1MOOurRGpP5opiVEosin0bkTyl-4ZYiRY\/view?usp=sharing\">#21-22-29<\/a>&nbsp; <a href=\"https:\/\/drive.google.com\/file\/d\/1rirWbaGQuzfBxu3lNaMGF0TbhYk9xl-4\/view?usp=sharing\">#25-26-FSEC-08<\/a><\/p>\n<p><strong>8.90.21<\/strong> <strong>Temporary Authorization for Centers.<\/strong> Removed <a href=\"https:\/\/drive.google.com\/file\/d\/18K4omq7KMSdt6y8mhZukPjLa8yO2wstf\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">#20-21-32<\/a>.<\/p>\n<p><strong>8.90.22 Continuing Authorization for Centers.<\/strong> Removed <a href=\"https:\/\/drive.google.com\/file\/d\/18K4omq7KMSdt6y8mhZukPjLa8yO2wstf\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">#20-21-32<\/a>.<\/p>\n<p><strong>8.90.25 Governance.<\/strong> A proposal for an Academic Center or Institute that includes more than one college or school in its activities and governance shall articulate the structure, membership, and function of a governing body of personnel drawn from among the participating units, and from external units\/institutions in appropriate cases. The governing body shall be empowered to propose changes to the Academic Center or Institute&#8217;s charter, with support for the proposed changes indicated in letters from every participating unit. Proposals for change shall seek approval in turn by CIRC, the Faculty Senate, the Vice President for Research and Economic Development (for research centers and institutes), and the Provost and Executive Vice President for Academic Affairs. In cases where a governing body cannot reach consensus on its own, the Provost shall mediate. No participating unit shall be prevented from departing from an Academic Center or Institute after notice to CIRC, the Faculty Senate, the Vice President for Research, and the Provost, and after suitable provision has been made to account for the departing unit&#8217;s existing obligations to the Academic Center or Institute. <a href=\"https:\/\/drive.google.com\/file\/d\/1rirWbaGQuzfBxu3lNaMGF0TbhYk9xl-4\/view?usp=sharing\">#25-26-FSEC-08<\/a><\/p>\n<p><strong>8.90.30<\/strong> <strong>Review.&nbsp;<\/strong>Each Academic Center and Institute shall be reviewed every four years. The governing body articulated in the charter, or the director of an academic center housed in a single college or school, shall present to CIRC an application for review and renewal. All participating units and the Vice President for Research and Economic Development shall be solicited for comments, which must be included with the review. A reporting template for the review can be obtained from CIRC or the Faculty Senate Office. The review will be based on overall outcomes relevant to the Academic Center&#8217;s or Institute&#8217;s mission and goals (see section 8.90.20). CIRC should endeavor to include all information relating to the Academic Center or Institute in a report that shall form the foundation for further evaluation. The CIRC recommendation should state one of two options: renewal or probation. In the case of a recommendation of probation, the academic center or institute shall have one&nbsp;year to present an application for renewal, at which time CIRC will perform a new review; CIRC&#8217;s recommendation should be one of two options: renewal or dissolution. No dissolution shall occur except for a year of probation having intervened. CIRC, the Faculty Senate, the Vice President for Research, or the Provost may request a review outside the normal schedule.&nbsp;&nbsp;Immediate suspension or dissolution may occur in rare and severe circumstances.&nbsp;<\/p>\n<p>The results of the review of academic centers and institutes will be included in CIRC&#8217;s annual report to the Faculty Senate. Recommendation to dissolve an academic center or institute can be initiated by its leadership for any reason; by CIRC or the Senate for reporting failures; and by the Provost or Vice President for Research and Economic Development for failure to meet stated goals.<\/p>\n<p>The dissolution process will entail a CIRC review (as detailed above), notice to the Faculty Senate and (for research centers and institutes) the Vice President for Research and Economic Development, and a final determination by the Provost and Executive Vice President for Academic Affairs.&nbsp;Dissolved centers and institutes will be removed from the list of active academic centers and institutes. Dissolved Academic Centers and Institutes shall remove webpages, materials, and signage from public view, and cease using the Academic Center&#8217;s or Institute&#8217;s name for internal or external activities or funding.
