In 1892, the institution\u2019s name was changed to the Rhode Island College of Agriculture and the Mechanic Arts. This name was subsequently changed to Rhode Island State College in 1909. The current name- the University of Rhode Island\u2014 was adopted in 1951 by an act of the State of Rhode Island\u2019s General Assembly. Gen. Laws \u00a716-32-2, becoming effective February 1, 2020, which replaced the Board of Governors. <\/span><u>&nbsp;<\/u><a href=\"https:\/\/web.uri.edu\/wp-content\/uploads\/sites\/242\/Administrative_Report_January_2017_v7.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Administrative Report January 2017<\/a>, <a href=\"https:\/\/drive.google.com\/file\/d\/1jmu1jYFnMQhoZWNGRi4zUaX4y_hS_z4B\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Administrative Report February 2021<\/a>, <a href=\"https:\/\/drive.google.com\/file\/d\/1cRkn9ZK7tltYLt8YLwYIhsDMXKIMJTNc\/view?usp=sharing\">Administrative Report July, 2024<\/a><\/p>\n<p><strong>1.20.11<\/strong> <strong>Composition of the Board Trustees and Quorum Requirements<\/strong>.<\/p>\n<p><span style=\"font-weight: 400\">Initial membership of the Board of Trustees is defined in the original R.I. Gen. Laws \u00a716 \u2013 32 \u2013 2.2.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Board of Trustees shall consist of seventeen (17) voting members and five (5)<\/span> <span style=\"font-weight: 400\">non-voting ex officio members, including:&nbsp;<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400\">one (1) URI faculty member appointed by the President;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">one (1) URI student to be appointed by the President;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">the President of the University;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">the chair of the Rhode Island Board of Education;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">and the chair of the Rhode Island Council on Postsecondary Education.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">The members shall be appointed in accordance with R.I. Gen. Laws <\/span><span style=\"font-weight: 400\">\u00a716-32-2.2, which specifies that the governor will appoint the members with the advice and consent of the senate, and with due consideration to recommendations from the President of the University and the chair of the Board of Trustees.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400\">At least three (3) of the members appointed by the governor shall be residents of the state of Rhode Island, at least one (1) of those members shall be selected after due consideration from a list of names of at least five (5) individuals submitted by the speaker of the house of representatives, and at least one (1) of those members shall be selected from a list of names of at least five (5) individuals submitted by the president of the senate.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400\">The President of the University of Rhode Island will appoint one (1) faculty member and one (1) student member who shall be a full-time student in good standing at the University, and who shall both serve in non-voting, ex officio capacity for a single two (2) year term.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400\">A majority of voting members of the Board shall constitute a quorum and the vote of a majority of those present and voting shall be required for action.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400\">A majority of the Board shall elect the chair of the Board from among the seventeen (17) voting board members pursuant to rules and regulations adopted by the Board establishing the procedure for electing a chair in accordance with R.I. Gen. Laws \u00a7 16-32-2.2<\/span><\/p>\n<p><span style=\"font-weight: 400\">In addition, the members of the Board shall elect a vice chair. The terms of office shall be three years or until a duly appointed successor is elected.&nbsp;&nbsp;<\/span><a href=\"https:\/\/web.uri.edu\/wp-content\/uploads\/sites\/242\/Administrative_Report_January_2017_v7.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Administrative Report January 2017<\/a>, <a href=\"https:\/\/drive.google.com\/file\/d\/1jmu1jYFnMQhoZWNGRi4zUaX4y_hS_z4B\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Administrative Report February 2021<\/a>, <a href=\"https:\/\/drive.google.com\/file\/d\/1cRkn9ZK7tltYLt8YLwYIhsDMXKIMJTNc\/view?usp=sharing\">Administrative Report July, 2024<\/a><\/p>\n<p><strong>1.20.12&nbsp; <\/strong><strong>Chief Responsibilities of the Board of Trustees<\/strong>. The Board of Trustees (\u201cBoard\u201d) is established by act of the Rhode Island General Assembly as the exclusive fiduciary authority for the University of Rhode Island (\u201cUniversity\u201d or \u201cURI\u201d). In that capacity, the Board is legally entrusted with the institution\u2019s care and has the critical responsibility for protecting the integrity of the institution\u2019s mission as Rhode Island\u2019s premier institution of higher education and overseeing compliance with all provisions of the law. To meet its statutory mandate as the ultimate governing authority for the University of Rhode Island, the Board of Trustees performs a number of critical functions, including but not limited to:<\/p>\n<ul>\n<li><span style=\"font-weight: 400\">Appointment<\/span> <span style=\"font-weight: 400\">of the President and evaluation on an annual basis;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">Review and approval of the<\/span> <span style=\"font-weight: 400\">Strategic Plan and the three-year funding plan for the University, which is to be developed and submitted to the Board by the President; <\/span><\/li>\n<li><span style=\"font-weight: 400\">Upon receipt of the recommendations of the President and appropriate faculty bodies, approval of the awarding of degrees (including honorary degrees, diplomas, certificates and honors to be conferred by the President);&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">Approval of recommendations made by the President regarding the awarding of tenure to qualified members of the University faculty;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">Review of the University\u2019s performance under the institution\u2019s <\/span><span style=\"font-weight: 400\">S<\/span><span style=\"font-weight: 400\">trategic Plan developed and reported by the President and university community;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">Stewardship of University physical, financial, and human resources consistent with the provisions of all applicable statutes and regulations and policies of the Board of Trustees; <\/span><\/li>\n<li><span style=\"font-weight: 400\">Promoting and enforcing integrity and effectiveness of all aspects of the University\u2019s budgeting and financial management, including changes in tuition and fees, submission and approval of the University\u2019s annual budget and three-year financial projections; <\/span><\/li>\n<li><span style=\"font-weight: 400\">Approve the creation or termination of new academic majors and the creation, consolidation or termination of academic departments, schools and colleges based on the recommendations of the President who shall have followed the appropriate University process.<\/span> <a style=\"font-family: Charter, Georgia, serif;font-size: 20px\" href=\"https:\/\/web.uri.edu\/wp-content\/uploads\/sites\/242\/Administrative_Report_January_2017_v7.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Administrative Report January 2017<\/a><span style=\"font-family: Charter, Georgia, serif;font-size: 20px\">, <\/span><a style=\"font-family: Charter, Georgia, serif;font-size: 20px\" href=\"https:\/\/drive.google.com\/file\/d\/1jmu1jYFnMQhoZWNGRi4zUaX4y_hS_z4B\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Administrative Report February 2021,<\/a>&nbsp; <a href=\"https:\/\/drive.google.com\/file\/d\/1cRkn9ZK7tltYLt8YLwYIhsDMXKIMJTNc\/view?usp=sharing\">Administrative Report July, 2024<\/a><\/li>\n<\/ul>\n<p><strong>The President of the University<\/strong><\/p>\n<p><strong>1.30.10 Presidential Powers and Shared Governance<\/strong>.<\/p>\n<p><span style=\"font-weight: 400\">Per R.I. Gen. Laws \u00a716 \u2013 32 \u2013 2.1, the President of the University shall have the following additional powers and duties:&nbsp;<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400\">To create, and consolidate departments, divisions, programs, and courses of study within the university and the approved role and scope of the president\u2019s authority adopted by the Board of Trustees. Any new or proposed eliminations of departments, divisions, programs, or courses of study that are outside the role and scope approved by the Board shall require the review and approval of the Board;&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">To adopt a budget for the university and submit to the Board of Trustees for approval.&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">To be responsible for the general management of property of the university.<\/span><\/li>\n<li><span style=\"font-weight: 400\">To recommend to the Board of Trustees, tables of organization for the university.&nbsp;<\/span><\/li>\n<li><span style=\"font-weight: 400\">To submit to the Board of Trustees and to compile and analyze institutional information for presentation to the Board annually.&nbsp;<\/span><\/li>\n<\/ul>\n<p><b>Shared Governance <\/b><span style=\"font-weight: 400\">&#8211; This presidential authority must be exercised \u201cconsistent with shared governance practices, [and] in conformity with R.I. Gen. Laws \u00a7 16-32-10,\u201d which states that it \u201cshall also be the duty of the president and a committee of the faculty, with the approval of the Board&nbsp;<\/span><span style=\"font-weight: 400\">of Trustees, to arrange courses of study conforming to all acts of Congress, and prescribe any qualifications for the admission of students and any rules of study, exercise, discipline, and government as the president and committee may deem proper.\u201d The committee of the faculty to which<\/span><span style=\"font-weight: 400\"> this<\/span><span style=\"font-weight: 400\"> legislation refers has been and is understood to be the<\/span> <span style=\"font-weight: 400\">Faculty Senate of the University. <\/span>&nbsp;&nbsp;<a href=\"https:\/\/web.uri.edu\/wp-content\/uploads\/sites\/242\/Administrative_Report_January_2017_v7.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Administrative Report January 2017<\/a>, <a href=\"https:\/\/drive.google.com\/file\/d\/1jmu1jYFnMQhoZWNGRi4zUaX4y_hS_z4B\/view?usp=sharing\" target=\"_blank\" rel=\"noopener\">Administrative Report February 2021<\/a>&nbsp; <a href=\"https:\/\/drive.google.com\/file\/d\/1cRkn9ZK7tltYLt8YLwYIhsDMXKIMJTNc\/view?usp=sharing\">Administrative Report July, 2024<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h3>&nbsp;<\/h3>\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Part I Statutes and Rules for the Government of the University Chapter 1 &#8211; Annotations and reference links are provided throughout the University Manual.
