Each college has designated <a href=\"https:\/\/web.uri.edu\/research-admin\/people\/sponsored-projects\/#pre-award\" data-type=\"link\" data-id=\"https:\/\/web.uri.edu\/research-admin\/people\/sponsored-projects\/#pre-award\">Pre-Award or administrative contacts<\/a> who assist with budget preparation, internal routing, and compliance requirements.<\/p>\n\n\n\n<p>All proposals must then be routed through the <a href=\"https:\/\/web.uri.edu\/research-admin\/infoed\/\">InfoEd eRA System<\/a> and approved by both the College and the Office of Sponsored Projects (OSP) prior to submission to any external sponsor. This institutional review is mandatory and ensures that URI\u2019s legal, fiscal, and compliance requirements are met before the university commits to the proposed work.<\/p>\n\n\n\n<p>The Principal Investigator (PI) is responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Developing the technical content and budget in accordance with sponsor and institutional policies.<\/li>\n\n\n\n<li>Addressing all required compliance items (e.g., FCOI, human subjects, animal use, export control, etc.).<\/li>\n\n\n\n<li>Ensuring the proposal is complete, accurate, and submitted within institutional timelines.<\/li>\n<\/ul>\n\n\n\n<p>Refer to the Roles and Responsibilities Matrix for detailed descriptions of responsibilities throughout the proposal lifecycle.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"agency-credentials\"><strong>Requesting Sponsor Credentials<\/strong><\/h3>\n\n\n\n<p>Many sponsors\u2014such as NIH, NSF, NASA, USDA, NOAA, and others\u2014require investigators to be registered or affiliated with URI in their electronic submission systems before a proposal can be submitted. These registrations are not always automatic and may take several business days to process.<\/p>\n\n\n\n<p>Investigators should contact OSP Pre-Award early to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Create a new user account or affiliate an existing account with URI.<\/li>\n\n\n\n<li>Confirm that OSP has Authorized Organizational Representative (AOR) or Signing Official (SO) access in the sponsor portal.<\/li>\n\n\n\n<li>Access <a href=\"https:\/\/uri0.sharepoint.com\/sites\/DREDPolicyRevisions\/Shared%20Documents\/Forms\/AllItems.aspx?id=%2Fsites%2FDREDPolicyRevisions%2FShared%20Documents%2FWebsite%20Documents%2FOSP%20Shared%20Docs%2FURI%20Research%20Institutional%20Information%2Epdf&amp;parent=%2Fsites%2FDREDPolicyRevisions%2FShared%20Documents%2FWebsite%20Documents%2FOSP%20Shared%20Docs\" data-type=\"link\" data-id=\"https:\/\/uri0.sharepoint.com\/sites\/DREDPolicyRevisions\/Shared%20Documents\/Forms\/AllItems.aspx?id=%2Fsites%2FDREDPolicyRevisions%2FShared%20Documents%2FWebsite%20Documents%2FOSP%20Shared%20Docs%2FURI%20Research%20Institutional%20Information%2Epdf&amp;parent=%2Fsites%2FDREDPolicyRevisions%2FShared%20Documents%2FWebsite%20Documents%2FOSP%20Shared%20Docs\">Institutional Information<\/a> for URI\u2019s official identifiers (UEI, EIN, congressional district, and other details commonly required on sponsor forms).<\/li>\n<\/ul>\n\n\n\n<p>All sponsor systems requiring institutional or OSP sign-off (e.g. NSF Research.gov, ProposalCentral, NASA NSPIRES, etc.) must be brought to OSP\u2019s attention as soon as possible to ensure that the correct institutional contacts have access for submission.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"timelines-deadlines\"><strong>Proposal Processing Timeline and Deadlines<\/strong><\/h3>\n\n\n\n<p>To ensure sufficient review and compliance, the Office of Sponsored Projects requires complete proposals to be routed in InfoEd at least five (5) full business days before the sponsor\u2019s submission deadline.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proposals approved by both the College and OSP on time receive priority review and guaranteed submission.<\/li>\n\n\n\n<li>Late proposals are reviewed only as staff capacity allows and may not be submitted by the deadline.<\/li>\n\n\n\n<li>Investigators must also adhere to their College\u2019s internal deadlines and guidelines, which may require earlier submission to allow sufficient review and coordination.<\/li>\n<\/ul>\n\n\n\n<p>See URI\u2019s <a href=\"https:\/\/web.uri.edu\/research-admin\/submit-proposal\/deadlines\/\">Proposal Submission Deadlines and Five-Day Policy<\/a> for institutional timing requirements and exceptions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"proposal-content\"><strong>Preparing and Submitting a Proposal<\/strong><\/h3>\n\n\n\n<p>A clear and complete proposal is essential for timely review and successful submission. Follow the sponsor\u2019s published instructions for format, content, budget, and submission. If no specific sponsor guidelines are provided\u2014or if URI is a subrecipient on another institution\u2019s proposal\u2014the minimum documentation listed below must still be uploaded in InfoEd for internal review and approval.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">1. Required Documents<\/h4>\n\n\n\n<p>Upload the following to the InfoEd proposal record:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proposal Narrative \/ Statement of Work \u2013 Describes project objectives, methods, and significance.<\/li>\n\n\n\n<li>Budget \u2013 Details all expected project expenses. Budgets must comply with <a href=\"https:\/\/www.ecfr.gov\/current\/title-2\/subtitle-A\/chapter-II\/part-200#200.100\">Uniform Guidance (2 CFR \u00a7 200)<\/a>, the sponsor\u2019s solicitation, and URI policy. The more detailed, the better, as long as the justification fits within the sponsor\u2019s page limits. Do not use this section to expand the project narrative.<\/li>\n\n\n\n<li>Financial Conflict of Interest Disclosure \u2013 Must be completed in InfoEd by all personnel responsible for the design, conduct, or reporting (DCR) of the research (Key-Personnel).
