Scope and Content Note

The Senatorial Papers of John H. Chafee (1976-1999) are divided into three sub-groups: Providence Office, Washington Office, and Multi-Media. The records of the Providence Office subgroup were transferred to the University of Rhode Island from Senator Chafee’s offices in Providence, RI. The records from the Washington Office sub-group were sent from his Washington, D.C. office. The first shipments of the Chafee Senatorial Papers were transferred to the University of Rhode Island in the Spring of 1993 and continued to arrive periodically through March of 2001. Chafee’s papers as Governor, Secretary of Navy, and for his campaigns are in Manuscript Group 114, Gubernatorial and Secretary of the Navy Papers, 1962-1975.

The senatorial papers contain 1,929 boxes of records and occupy approximately 1,088 linear feet of shelf space. The Providence Office, sub-group 1, contains 220 boxes of records and occupies 155 linear feet of shelf space. The Washington Office, sub-group 2, contains 1,642 boxes of records and occupies 873 linear feet of shelf space. Multi-Media, sub-group 3, contains 67 boxes of records and occupies 60 linear feet of shelf space.

The records found in these papers that date to prior years when Chafee was Governor of Rhode Island, 1963-1969, Secretary of the Navy, 1969-1972, and Rhode Island law firm partner, 1973-1975 were most likely used as research materials during his Senatorial years and therefore are kept in this collection.

The Washington Office, sub-group 2, records consist of memoranda, speeches, notes, bills, correspondence, publications, news articles, maps, charts, and photographs. Records also include artifacts such as campaign bumper stickers, buttons, as well as an American flag, and his office flag as Secretary of the Navy.

Series I, Subject File, 1970, 1977-1999, consisting of records regarding international affairs, domestic policy, government relations, and Rhode Island issues. Many of the records consist of constituent and official correspondence from federal and state departments and agencies, campaign files, including photographs, ads, printed matter, published congressional records, and legislative materials. The folders are arranged alphabetically by subject.

Series II, Defense/Foreign Policy, 1979-1999, consists of records concerning the activities of the military, Defense Department, State Department, and all materials relating to U.S. foreign policy. Records include reports, memoranda, speeches, press releases, news clippings, hand-written notes, trip files, congressional floor statements, government publications, news articles, bills, resolutions, amendments, confirmation hearings, congressional record statements and record vote analyses. The folders are arranged alphabetically by subject.

Series II-P, Publications: Defense/Foreign Policy, 1976-1999, consists of congressional, government, and non-government publications. The congressional publications are arrange chronologically by congressional session. The non-government publications contains foreign policy reports, studies, periodicals, military commemorative books, and a veteran’s affairs independent budget report. The publications are arranged alphabetically by title.

Series III, Health Care/Welfare Reform, 1977-1999, consists of correspondence, memoranda, bills, press releases, news articles, congressional reports, hand-written notes, hearings transcripts, testimonials, two 3.5″ floppy disks, one video tape, floor statements, press releases, news articles, Senate bills, House bills, Senate vote analyses, committee reports, schedules, agendas, acts, amendments, and proposals.

Series III-P, Publications: Health Care/Welfare Reform, 1979-1999, contains congressional, government, and non-government publications that were part of the Health Care/Welfare series records. The congressional publications series consists bills, amendments, hearings, testimonies, reports, and congressional records. The publications are arranged chronologically by congressional session.  Government and non-government publications consists of foundation reports, health industry brochures, voting statistics, government and private sector agency reports. The publications are arranged alphabetically by title.

Series IV, Education, 1978-1999, contains materials centered on education legislation, program development, and funding. Records consist of speeches, notes, memoranda, bills, news articles, press releases, reports, and congressional statements. The folders are arranged alphabetically by subject.

Series IV-P, Publications: Education, 1983-1997, contains congressional, government, and non-government publications regarding education legislation, funding, and management. Government publications consist of reports, bills, congressional records, and grant legislation. The congressional publications are arranged chronologically by congressional session. Non-government publications consist of foundation reports, lectures, academic studies, and monographs. The non-government publications are arranged alphabetically by title.

Series V, News Clippings, 1977-1999, consists of photocopied newspaper articles filed alphabetically by subject, and chronologically. News clippings filed only chronologically are located at the end of the series.

Series V-A: 102nd Congress News Clippings, 1990-1992, contains photocopied news clippings collected by Chafee’s staff regarding issues addressed during the 102nd congress. Subjects include abortion, banking, Rhode Island credit union scandal, Persian Gulf War, Electric Boat Company submarine contracts, and environmental issues. The folders are arranged alphabetically by subject.

Series VI, Press Releases/Subject File, 1977-1999, consists of press releases and subject file materials which include correspondence, memoranda, speeches, photographs, hand written notes, news articles, news clippings, congressional floor statements, and administrative reports.  The folders are arranged alphabetically by subject.

Series VII, Federal Job Recommendations, 1980-1992, contains requests for recommendations from individuals seeking employment to federal and state government positions. Carbon copy responses are attached to each request. The folders are arranged alphabetically by last name of the requestor.

Series VIII, Alphabetical Correspondence, 1977-1989, contains replies to correspondence from constituents, colleagues, media personalities, business representatives, foreign dignitaries, government officials, political and social organizations. The folders are arranged alphabetical by first letter of the last name of the sender and chronologically within the folder.

Series IX, General Correspondence, 1978-1982, consists of correspondence to individuals, groups, and organizations regarding personal matters, political issues, and events. Included are invitations, congratulatory correspondence, and fan mail. The folders are arranged alphabetically by subject.

Series X, Invitations, 1977-1999, consists of invitations sent to Chafee by constituents, government departments, non-profit groups, candidates for public office, private individuals, and representatives from various companies. The folders are arranged chronologically by month and year from January 1977 through December 1979, and September 1991 through April 1999. The records from the years 1980 through 1990 were copied to microfilm and can be found in the Microfilm, Series XIII.

Series XI, Chronological Correspondence, 1984-1987, 1996-1999, consists of constituent correspondence filed chronologically by month, day, and year. The records reside in their original folders, filed chronologically by year, and housed in 1 cubic foot records storage boxes.

Series XII, Correspondence Management System (CMS), 1977-1995, contains topic reports, name reports, group name reports and CMS library materials. Topic reports consist of correspondence listed alphabetically by subject. Name reports consist of correspondence listed alphabetically by author’s last name. Group name reports consist of correspondence listed by the names of organizations and groups that the correspondent is representing. CMS library materials consists of replies from Senator Chafee’s office regarding specific topics. The records reside in the original binders and are housed 1 cubic foot records storage boxes.

Series XIII, Microfilmed Correspondence, 1977-1995, contains microfilmed constituent correspondence including name, topic, and date reports. The cartridges are filed chronologically by year.

Series XIV, Pedia-Files, 1977-1999, consisting of senate bills, amendments, and congressional floor statements. The records include lists indicating the name of each bill, bill number, subject, and date introduced. The folders are arranged chronologically by congressional session.

Series XV, Sponsorships and Co-Sponsorships, 1981-1999, contains lists of bills sponsored and co-sponsored by Chafee. The records indicate bill title, bill number, author, cosponsors, purpose of bill, date of introduction, status and dates of action on the bill. The records are listed numerically by bill number. The binders and bound volumes are arranged chronologically by congressional session and are housed in record storage boxes.

Series XVI, Record Vote Analysis, 1977-1999, contains lists of congressional voting records for each member of the Senate. The records reside in binders and arranged chronologically from the 95th through 106th Congress, 1977-1999.

Series XVII, Voting Statistics, 1977-1995, contains lists of Senator Chafee’s attendance record at Congressional sessions and includes summaries of his voting record on legislative issues. Records are arranged chronologically from the 98th through 104th Congress, 1983-1996.

Series XVIII, Interns, 1977-1997, consists of records from Senator Chafee’s Legislative Internship Program, Congressional Page Program, Senior Citizen Intern Program, Volunteer Intern Program, University Intern Program, High School Intern Program, and Senate Youth Program. The folders are arranged alphabetically by last name of applicant, and by program title.

Series XIX, Grants, 1977-1999, contains records regarding requests for grant funding from government departments and agencies. The records include correspondence, memoranda, notes, press releases, reports, requests for letters of support, letters of thanks for support received, grant proposals, notification of grants awarded, and background information about grant organizations. The folders are arranged alphabetically by organization applying for grant funding, and by subject.

Series XX, Senate Finance Committee, 1979-1999, contains testimonies, notes, briefing books, reports, and memoranda from committee hearings on trade bill legislation, tax reform, global economy, workers rights, and securities issues. Series XXIII, Trade, 1979-1999, contains records regarding United States foreign and domestic trade policy. The series includes Presidential and Congressional correspondence, photographs of the Rhode Island North American Free Trade Agreement event, briefing books from conferences and committee hearings. Series LV-P, Publications: Senate Judiciary Committee, 1970-1985, contains congressional, government, and non-government publications regarding issues brought before the Senate Judiciary Committee. Congressional publications consist of bills and reports, and are arranged chronologically by congressional session. The government and non-government publications consist of journal articles, hearing testimonies, and reports, and are arranged alphabetically by title.

Series LVI, Appropriations, 1989-1998, contains records regarding federal appropriations for federal government departments and agencies. Records consist of bills, reports, memoranda, news articles, correspondence, congressional statements, and speeches. The folders are arranged alphabetically by subject.

Series LVI-P, Publications: Appropriations, 1989-1998, contains congressional publications relating to federal appropriations legislation. Records consist of bills, reports, committee hearing transcripts and testimonies. The publications are arranged chronologically by congressional session.

Series LVII, Social Security, 1981-1999, contains records regarding legislation, funding, and management of social security retirement benefits. Records consist of reports, correspondence, memoranda, speeches, news articles, notes, and speeches. The folders are arranged alphabetically by subject.

Series LVII-P, Publications: Social Security, 1984-1999, contains congressional, government, and non-government publications regarding legislation, funding, and management of social security retirement benefits. Government publications consist of committee plans, bills, and annual reports. The congressional publications are arranged chronologically by congressional session. Government and non-government publications consist of Congressional Research Service reports, informational pamphlets, departmental reports, statistical reports, and studies. The publications are arranged alphabetically by title.

Series LVIII, National Endowment for the Arts and Humanities, 1986-1999, contains records relating to funding, appropriations reauthorization, and support for the National Endowment for the Arts and Humanities (NEA) agencies. Records consist of memoranda, correspondence, bills, amendments, record vote analyses, press releases, news articles, speeches, and notes. The folders are arranged alphabetically by subject.

Series LIX, Puerto Rico Statehood, 1975-1998, contains records regarding Puerto Rico’ s efforts to attain statehood and it’s relations with the United States. Records consist of memoranda, speeches, news articles, bills, reports, and correspondence. Included are studies and reports from the Puerto Rican regional government and agencies, publications, historical background materials, Chafee’s staff memoranda, and congressional floor statements. The folders are arranged alphabetically by subject.

Series LX, Drug Abuse/Enforcement, 19861990, contains records regarding legislation on illegal drug abuse and enforcement. Records consist of memoranda, correspondence, speeches, reports, news articles, bills, amendments, record vote analyses, and notes. Statistics folders include reports from the General Accounting Office (GAO), Appropriations Committee, Rhode Island Governor’s Justice Commission, and National Narcotics Intelligence Consumers Committee. The folders are arranged alphabetically by subject.

Series LXI, Federal Employee Issues, 1984-1995, contains records regarding government employee benefits and programs, federal employment budget, postal service issues, and federal regulatory reform. Records consist of memoranda, speeches, press releases, reports, notes, and bills.

Series LXII, Federal Office Agency, 1976-1978, series contains records regarding issues concerning federal departments, federal agencies, and armed services branches and departments. All materials cover the first two years of Chafee’s senatorial incumbency 1976-1978. Records consist of correspondence, speeches, memoranda, petitions, reports, and studies. The folders are arranged alphabetically by subject.

Series LXII-P, Publications: Federal Office Agency, 1976-1978, contains government and non-government publications regarding issues addressed by federal agencies, federal departments, armed services branches and departments. Publications include resolutions, reports, journals, and government project proposals. The publications are arranged alphabetically by title.

Series LXIII, Veteran’s Affairs, 1967-1989, contains records regarding issues and legislation pertaining to veteran’s health benefits, veterans federal loan programs, Department of Veteran’s Affairs, and Veteran’s Administration budget appropriations. Series LXIV, Trips, 1977-1997, contains records regarding trips Chafee took as part of Senatorial delegations concerning foreign policy issues, domestic and international conferences, and personal trips. Records consist of maps, travel booklets, international trade publications, correspondence, memoranda, briefing books, itineraries, and photographs. Series LXV, Judicial Nominations, 1987-1994, contains records regarding nominations for Supreme Court justice, Federal Circuit Court of Appeals, Assistant Attorney General, and other Justice Department positions. Records include correspondence, memoranda, publications, press releases, news articles, speeches, congressional statements, committee hearing testimonies, and reports. The folders are arranged alphabetically by last name of nominee.

Series LXVI, Campaigns, 1972-1994, contains records regarding Chafee’s senatorial campaigns. Records consist of reports, expense receipts, correspondence, memoranda, news articles, press releases, schedule and events listings, briefing books, studies, congressional statements, and speeches. Other records include Federal Election Committee (FEC) reports, campaign finance reform bills, Chafee accomplishment essays, record vote analyses, radio campaign advertisements, and television interviews. The folders are arranged alphabetically by subject.

Series LXVII, Indian Gaming, 1980-1999, contains records regarding native American issues and in particular, the Narragansett Indian tribe’s efforts to establish a casino in Rhode Island. Records consist of correspondence, speeches, memoranda, bills, hearing testimonies, reports, studies, new articles, and congressional statements. The folders are arranged alphabetically by subject.

Series LXVIII, Rhode Island Issues, 1975-1995, contains records regarding events and issues concerning Rhode Island politics, economics, and social programs. Records consist of memoranda, speeches, correspondence, news articles, economic reports, notes, town meeting notices, General Assembly session bills, committee hearing briefing books, government journals, and congressional records statements. The folders are arranged alphabetically by subject.

Series LXIX, Personal Correspondence, 1971-1996, contains letters of correspondence from Chafee’s friends, family members, neighbors, colleagues in congress, and government officials. Records consist of greetings, dinner invitations, wedding initiations, thank you letters, and official correspondence. The letters are accompanied with notes, news articles, post cards, and photographs. Most of the correspondence is dated from 1977-1980. The folders are arranged alphabetically by subject.

Series LXX, Telephone Message Forms, 1980-1991, contains telephone message form books that were kept by Chafee’s Executive Secretary (1977-1989), Hollis Brown. Messages were also taken by secretary Kelley Davis (1982-1983) and secretary Patty Parmer (1985-1999). The books are housed in folders which are arranged chronologically.

Series LXXI, Awards, 1963-2000, contains plaques, trophies, framed certificates, framed drawings, and framed photographs that Chafee received from groups and organizations in recognition of his public service. Records also include ceramic statuettes, and metal paperweights.Title

Series LXXII, Realia, 1972, n.d., contains items either given to, or acquired by, Chafee that may have been presented to him as gifts, keepsakes, or used in his election campaigns. The items consist of a Chafee campaign banner, a pennant, paintings, flags, a map, and charts.

Series LXXIX, Accomplishments, 1976-1997, contains records regarding Chafee’s legislative successes and efforts during his tenure in the United States Senate. The records include memoranda, reports, news articles, press releases, correspondence, record vote analyses, and congressional record statements. The series also contains correspondence from political groups, organizations, and public figures thanking Chafee for his vote and efforts regarding specific pieces of legislation.

Series LXXX-P, Publications: Congressional, 1982-1998, contains government and non-government publications relating to the Congress of the United States. The publications are arranged chronologically by congressional session. Non-government publications contains periodicals by the National Journal, Congressional Quarterly, and Congress Daily from 1997-1998. The publications are arranged alphabetically by title.

Series LXXXI-P, Publications: Miscellaneous, 1976-1997, contains government and non-government publications that were collected for general reading and informational purposes by Chafee and his staff. The publications consist of commission reports, photographic books, coffee table books, and books covering commemoratives, memorials, history, and politics. The publications are arranged alphabetically by title.

Series LXXXII-P, Publications: Clinton Impeachment, 1997-1999, contains congressional publications regarding the impeachment of President William J. Clinton. Records consist of Senate Judicial Committee hearings, bills, resolutions, case proceedings, court records, independent counsel reports, subpoenas, and legal briefs. The publications are arranged chronologically by congressional session.

Series LXXXII-P, Publications: Judge Walter L. Nixon, Jr. Impeachment, 1986-1993, contains congressional publications relating to the impeachment of Judge Walter L. Nixon, Jr. The publications include House Judiciary Committee hearings, Senate Impeachment trial proceedings, briefs, and reports. The publications are arranged chronologically by congressional session.
