{"id":3214,"date":"2014-11-21T10:22:19","date_gmt":"2014-11-21T15:22:19","guid":{"rendered":"https:\/\/web.uri.edu\/studentsenate\/?p=3214"},"modified":"2014-11-21T10:22:19","modified_gmt":"2014-11-21T15:22:19","slug":"executive-4-17-2014","status":"publish","type":"post","link":"https:\/\/web.uri.edu\/studentsenate\/executive-4-17-2014\/","title":{"rendered":"Executive 4-17-2014"},"content":{"rendered":"<p><strong>MEETING START TIME: <\/strong>5:06<\/p>\n<p>Attendance: Boutmy, Cicero, Garcia, Hetland, Kilduff, Maynard, Patterson, Rode, Sit, Solomon, Weinreich, Uy, Yip, Zawatsky<\/p>\n<p>Special Guest: Bruce Hamilton<\/p>\n<p>Bruce<\/p>\n<p>\u2022 Voted on tax portions<\/p>\n<p>\u2022 One is complete: climbing wall facility<\/p>\n<p>\u2022 Issue with company called Project Venture:<\/p>\n<p>\u2022 Background:<\/p>\n<p>\u2022 Contract signed back in February 2014 for the Union<\/p>\n<p>\u2022 Money set aside for the climbing wall<\/p>\n<p>\u2022 $175,000 was set aside and $172,000 was used<\/p>\n<p>\u2022 When their workers are interacting with the state search company, issue of prevailing wage came up<\/p>\n<p>\u2022 Prevailing wage: if you don\u2019t use union labor you are required to pay an hourly wage<\/p>\n<p>\u2022 The guys working for Project Venture found out the state workers were getting paid prevailing wage and contacted Bruce<\/p>\n<p>\u2022 State of RI requires prevailing wage<\/p>\n<p>\u2022 Project Venture knows Student Senate funds were used for the wall<\/p>\n<p>\u2022 They want to send out a change order to us (basically an extra charge).<\/p>\n<p>\u2022 Bruce promised to present this to us and is allowing us to make a formal decision.<\/p>\n<p>\u2022Need to make a decision<\/p>\n<p>\u2022 In the contract we aren\u2019t required to agree to this<\/p>\n<p>\u2022 Are we at fault? No because of the source of the funds<\/p>\n<p>\u2022 Incentive to give extra money? None<\/p>\n<p>\u2022 State workers admitted that they\u2019ve done work that has not been paid through prevailing wage, but our state requires it<\/p>\n<p>\u2022 Executive Decision:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Maynard<\/strong>: Motion: Should we pay Project Venture the\u00a0\u00a0 $17,000 change order?<\/p>\n<p><strong>No: <\/strong>0-11-0<\/p>\n<p>\u2022 Be prepared to deal with Project Venture regarding our decision<\/p>\n<p>\u2022 Important to look into long-term plan: different company? One that\u2019s more expensive but won\u2019t cause these issues<\/p>\n<p>\u2022 Second tax portion is for lighting the Tibbetts field (intramural fields)<\/p>\n<p>\u2022 $25,000 to upgrade to power so when we bought the system we used four poles to bring the power in.<\/p>\n<p>\u2022Campus had a different design in mind but Bruce and Dougan were able to go with their idea.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>\u2022Bill is still out there to put a lighting system on this field<\/p>\n<p>\u2022Numbers probably won\u2019t change<\/p>\n<p>\u2022 Additionally:<\/p>\n<p>\u2022Fake turf for field: plan is to raise money to do this for the varsity football field and then intramural\u2019s can use the other field<\/p>\n<p>\u2022However, there are drainage problems for the football field that need to be addressed before fake turf can happen<\/p>\n<p>\u2022 On the 5 year plan<\/p>\n<p>\u2022 Informal proposition to consider sharing the practice fields and sharing them: football team would use them for their 3 hour practices.<\/p>\n<p>\u2022 Written agreement to share the field with the intramural for the remainder of the time<\/p>\n<p>\u2022 So we\u2019ll pay to update the lights, it will be an all purpose field that will get used frequently<\/p>\n<p>\u2022 Importantly: our intramural program uses the fields later in the day, which is why the issues of lights were brought up<\/p>\n<p>\u2022If lights were set up, more students would sign up for Intramural\u2019s. Many students cancel their games due to lighting issue<\/p>\n<p>\u2022 Work to get something in writing saying that the turf field will be open for Intramural&#8217;s except for the daily 3 hour block (about 4 x a week) for varsity football.<\/p>\n<p>\u2022 Chunk of time will be needed for this but will benefit athletics greatly<\/p>\n<p>&nbsp;<\/p>\n<p>President\u2019s Report<\/p>\n<ul>\n<li>Waiting on quote for folders<\/li>\n<li>When2Meet was sent out for new exec time next semester<\/li>\n<li>By-Laws committee:<\/li>\n<\/ul>\n<p>oWant to meet with them to make suggestions<\/p>\n<p>oIssue: Need more older people on it<\/p>\n<p>&nbsp;<\/p>\n<p>Vice President Report<\/p>\n<ul>\n<li>Sent email to Maureen regarding common number of people allowed to go to First Night next semester<\/li>\n<\/ul>\n<p>oIf we can\u2019t send everyone we\u2019ll have to pick people<\/p>\n<p>oAlternative: they can move in for Freshman move-in: GET PAID! Sign up to help<\/li>\n<li>Meeting with Melvin this week<\/li>\n<li>Working with Fall programming<\/li>\n<li>Working with the Regional Director for the Hasbro Dance-athon<\/li>\n<li>Elections:<\/li>\n<li>Elections bill will be on the floor next week<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Academic:<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>No report<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Campus:<\/p>\n<ul>\n<li>Safety and Lighting Walk<\/li>\n<\/ul>\n<p>oNeed more experienced members taking part in it<\/p>\n<p>oOn the 29th<\/p>\n<ul>\n<li>Meeting with Housing regarding dormitories<\/li>\n<li>Working with DOM regarding the RIPTA survey<\/li>\n<li>Want to make a campus comment box online<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>SOARC:<\/p>\n<p>\u2022 Bill calling for MUSIC as a Funded Affiliate with Funding by Contingency<\/p>\n<p>\u2022 Programming is in their mission; it\u2019s a big part of what they do and how they plan on building connections with other groups<\/p>\n<p>\u2022 Goal is to help other groups with their programming<\/p>\n<p>\u2022 MUSIC is not happy because they wanted a full budget with stipends<\/p>\n<p>\u2022 Currently, they don\u2019t have positions that satisfy a need for stipends<\/p>\n<p>\u2022 Be aware a lot is going on behind the scenes<\/p>\n<p>\u2022 They will have no authority to recognize groups<\/p>\n<p>\u2022 Groups go to them because MUSIC has the same goals, aspirations, as these groups and will help make sure that groups who go to them can implement their programs following those goals<\/p>\n<p>\u2022 Want to promote Multicultural Awareness<\/p>\n<p>\u2022 Bill has 2 resolves:<\/p>\n<p>\u2022 First is to actually recognize them<\/p>\n<p>\u2022 Second is to meet again with MUSIC in February 2015 to reevaluate their needs<\/p>\n<p>\u2022 This is included because it\u2019s been a very long process and this is something that does not hurt Senate at all<\/p>\n<p>\u2022 Zero loss for us; we lose nothing from this and it keeps them happy<\/p>\n<p>\u2022 MUSIC will most likely come to us requesting a budget and we will budget based on their actual needs<\/p>\n<p>\u2022 Value of MUSIC is that they can do something we cannot.<\/p>\n<p>\u2022 Need to resolve conflict of funding\/stipends now<\/p>\n<ul>\n<li><strong>Kilduff:<\/strong> MUSIC should exist but shouldn\u2019t be funded. Unfair to rest of groups on campus. Need to keep things equal. The February meeting with them could turn into MUSIC asking for more. Need to draw the line. Contingency is not needed in my opinion.<\/li>\n<li><strong>Maynard:<\/strong> We aren\u2019t binding ourselves to give any funds. I do want to see MUSIC exist but I want them to be treated like every other group. I agree that Contingency should not be granted. No group should receive this much. In the<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>future, I want to meet with students directly. Might be detrimental to change the Resolved: it just guarantees a meeting with them in the upcoming year.<\/p>\n<ul>\n<li><strong>Sit:<\/strong> Approval for full budget even though they don\u2019t demonstrate a need. We\u2019ve been interpreting bill as a recommendation but if goes through as that. Basically we recreated RAMS except with budget lines and etc. When MUSIC requests money, they are going to have to come to us every time. Prevents them from getting funds that are not necessary.<\/li>\n<li><strong>Garcia: <\/strong>There are groups that are part of MUSIC and are funded by the college: like Seeds of Success<\/li>\n<\/ul>\n<p>\u2022 Concern that MUSIC can claim ownership for an event for the purpose of funding and then get additional funding from Seeds<\/p>\n<p>\u2022 Main point: we have control over funding for each event they want. In addition, this second meeting will not hurt us and just gives us a chance to make additions and subtractions as needed<\/p>\n<p>&nbsp;<\/p>\n<p>In the future, we need to create standards.
