Biography

Michael Gan is the managing partner of Peer, Gan, Gisler, and Favreau LLP in Washington, DC. He began his career as an appellate lawyer in the National Labor Relations Board’s Division of Enforcement Litigation, where he argued cases on behalf of the NLRB in all but two of the U.S. Courts of Appeals.

Since 1993, Michael has represented labor unions and employees in collective bargaining, arbitration, federal court litigation, and before a variety of administrative agencies, including the National Labor Relations Board, Federal Labor Relations Authority, Equal Employment Opportunity Commission, and Occupational Safety & Health Review Commission. He is General Counsel to the National Rural Letter Carriers’ Association, which represents 130,000 active and retired Postal Service employees. In that capacity, Michael been an advocate in hundreds of arbitration cases and provided training on grievance handling to stewards at every level of the union. Michael also maintains a unique practice representing clergy in employment contract negotiations with their religious institutions.

Since 2018, Michael has taught labor and employment law, an advanced labor law seminar, and a practical skills seminar in collective bargaining at American University’s Washington College of Law in Washington, DC. Michael also serves as the faculty advisor to the Law School’s Labor and Employment Law Society.

Finally, Michael is a founding board member of the Ray Corollary Initiative,
a 501(c)(3) not-for-profit organization, committed to creating a better system of alternative dispute resolution that increases public faith and confidence in arbitration and mediation services by creating a more representative and inclusive process for the selection of ADR processionals. He is also a member of the AFL-CIO’s Union Lawyers Alliance.

Michael received his JD from the Boston University School of Law and his BA from the University of Michigan.
