Moderated by Congressman James Langevin
Congressman James Langevin has served as the representative for Rhode Island’s 2nd congressional district since 2001. As co-founder and co-chair of the bipartisan House Cybersecurity Caucus, he has taken a leadership role in raising awareness of cybersecurity issues in Congress and fostering dialogue and debate on the critical questions surrounding this topic. A top priority of his is securing our nation’s technology infrastructure against cyber attack. Langevin also serves on the House Armed Services Committee, where he is the ranking member of the Emerging Threats and Capabilities Subcommittee, and on its subcommittees on Seapower and Projection Forces and on Strategic Forces. He is also a member of the House Permanent Select Committee on Intelligence and its Subcommittee on Technical and Tactical Intelligence. In addition to his roles in national security, Langevin is a recogized leader on the issues of health care and stem cell research.

Gerald Bessette serves as a chief of cyber operations for the FBI’s Cyber Division in Washington, D.C., where he oversees nationwide cyber investigations. His career in law enforcement spans over 22 years with assignments in Dallas, Newark, San Francisco, Quantico VA, Iraq, Afghanistan, and FBI Headquarters in Washington. Bessette has investigated matters pertaining to violent crime, health care fraud, narcotics, counterintelligence, and national security. In addition, he has supervised technology and infrastructure development for the FBI, served as an instructor at the FBI Academy, and supervised a non-traditional organized crime squad.
Cheri Caddy serves as the director for Cyber Policy Integration at the National Security Staff. In this capacity, Ms. Caddy reports to the Special Advisor to the President for Cybersecurity and shapes national policies related to improving cyber protections for federal networks and the nation’s critical infrastructure. In particular, she is focused on advancing efficient, secure cyber threat and incident information sharing among a broad set of stakeholders including federal, state/local/tribal governments and private sector partners. Prior to her assignment to the White House, she worked for the Office of the Director of National Intelligence on achieving assured sharing of classified counterterrorism information.
Roby Luna is President of Aretec, Inc., a Washington D.C. area information technology and services firm specializing in computer security and information assurance. Prior to founding Artec in early 2012, he was the technical director for security engineering at SMS Data Products. His earlier postions include serving as a principal computer network defense manage for SRA International, and as a data security analyst for both Sprint and Guardent. Mr. Luna is a 2004 graduate of the University of Rhode Island.
