National Aeronautics and Space Administration (NASA) – Executive Orders

    NASA has updated the NASA Grant and Cooperative Agreement Manual (GCAM) and NASA Grant and Cooperative Agreement Terms and Conditions (GCAT) to comply with recently-issued Executive Orders. Both documents are now available on the NASA Grants Policy and Compliance website  under the “Regulations, Guidance, and Forms” section.

    NASA’s Science Mission Directorate (SMD) is working to comply with new Executive Orders, policies, and court rulings affecting grants, cooperative agreements, and contracts. Due to the complexity of implementing these changes, processing times are longer than usual.

    Key updates:

    1. ROSES-2025 Delay – The Research Opportunities in Space and Earth Science (ROSES) 2025 release has been delayed due to increased workload.
    2. GCAM Revision – The Grants and Cooperative Agreement Manual (GCAM) is being updated to align with new policies.
    3. TWSC-2024 Proposal Pause – The proposal function for the Topical Workshops, Symposiums, and Conferences (TWSC-2024) solicitation is disabled temporarily to ensure compliance with new regulations.
    4. Website Updates – Some NASA-hosted websites have been taken offline for policy compliance reviews.
    5. Advisory Committee Meeting Postponement – NASA leadership has postponed the NASA Advisory Committee and Science Committee meetings, affecting division-level advisory committees.
  • NASA has issued a Memorandum for NASA Contractor and Grantee Community re: “Gender Ideology” – 2/6/2025 
    Per the memo, NASA will be discussing necessary contract or grant modifications required to comply. If researchers are asked to remove gender ideology activities as it pertains to their contract or grant requirement, please share this information with OSP.
  • Initial Guidance Regarding Diversity, Equity, Inclusion,  Accessibility (DEIA) Executive Orders – 1/23/2025 
    On January 20, 2025, the President signed an Executive Order titled “Initial Rescissions of Harmful Executive Orders and Actions,” which repeals Executive Order 14035 on Diversity, Equity, Inclusion, and Accessibility (DEIA) in the Federal Workforce. Following this, the U.S. Office of Personnel Management (OPM) issued guidance directing federal agencies to terminate DEIA initiatives and remove related documents. NASA contractors and grantees must cease all DEIA activities required by their contracts or grants and notify their Contracting or Grant Officer if they identify any DEIA-related requirements. Additional guidance will be provided to update and remove DEIA-related policies. NASA’s Office of Procurement has already taken down DEIA-related websites. Contractors and grantees are encouraged to maintain communication with their officers to ensure compliance with the new Executive Orders.
  • Amendment 109: Removing DEIA Requirements from ROSES-2024 – 1/21/2025 
    On January 20, 2025, the President signed an Executive Order repealing DEIA initiatives in the federal workforce. To comply, NASA’s Science Mission Directorate (SMD) is amending ROSES-2024 Program Elements to remove DEIA requirements and references. Proposals already received will not be affected by these changes. Further updates and guidance will be provided as needed. For specific questions, contact the relevant program officer.
