Biography

Professor Devine is visiting the Economics Department for the 2016-2017 academic year. She will be teaching courses on economic research methods, urban economics, and social welfare policy.

Devine has held positions at the U.S. Congressional Budget Office, the New York City Independent Budget Office, and the Office of the Public Advocate for New York City. She has had academic appointments at the Pennsylvania State University, Hunter College of the City University of New York, and the New York University. She has been a Postdoctoral Fellow at the University of Chicago, a Research Fellow at the U.S. Census Bureau, and a Visiting Scholar at the American Bar Foundation. From 2011 to 2015, Devine was a Lecturer in Public Policy at Brown University, where she was awarded the 2015 Comfort and Urry Prize for Leadership, Career Advising, and Motivation.

Devine’s research has covered many topics, including urban public finance, labor market search, female self-employment, the potential impact of proposed Social Security reforms on women, housing policy, and social program eligibility.   She is currently studying the cost of implementing social welfare programs, focusing on home visiting programs in Rhode Island. Devine’s publications include a book and many articles and reports.

Devine has a Ph.D. in Economics from Cornell University and a B.A. in Economics and English from Boston College.
