Biography
Professor Devine has taught in the Economics Department since Fall 2015. She has taught courses in labor economics, urban economics, empirical economic research methods, principles of microeconomics, government in the economy, and social welfare policy.
Devine has taught at Brown University, New York University, the City University of New York, the University of Chicago, and Penn State. She has held positions at the Congressional Budget Office, the New York City Independent Budget Office, and the Office of the Public Advocate for New York City. She was a Postdoctoral Fellow at the University of Chicago, a Research Fellow at the U.S. Census Bureau, and a Visiting Scholar at the American Bar Foundation. At Brown, Devine was awarded the 2015 Comfort and Urry Prize for Leadership, Career Advising, and Motivation. At Penn State, she was named an Outstanding Faculty Woman by the Panhellenic Council.
Devine’s research has covered many topics, including urban public finance, labor market search, female self-employment, the potential impact of Social Security reform on women, housing policy, and social program eligibility. As a consultant for the Rhode Island Department of Health, Devine analyzed the cost of implementing home visiting programs for at-risk families. Devine’s publications include a book, many articles and reports, and legislative testimony.
Devine has engaged in various volunteer activities in her community, including the development of a math tutoring program for CBO staff at a nearby elementary school in Washington, D.C.
Devine has a Ph.D. in Economics from Cornell University and a B.A. in Economics from Boston College.
