Lieutenant Anna Kemball-Cook is an active-duty U.S. Coast Guard officer with four years of service. She graduated from the U.S. Coast Guard Academy in 2021 with a Bachelor of Science in Government and has served onboard Coast Guard Cutter Rollin Fritch and at Sector Boston Enforcement Division. Specializing in fisheries law enforcement, Anna has worked as a New England Fisheries Boarding Officer in close partnership with NOAA’s Office of Law Enforcement to detect and deter illegal fishing activity, protect critical marine resources, and coordinate enforcement during key fishing seasons. She has also served as the lead planner and operator for maritime security operations in Boston, directing the planning and enforcement of water and land security zones in one of the nation’s most active ports.

Originally from Boston and New Hampshire, Anna has always felt a strong connection to New England’s coastline and maritime communities. She is currently pursuing a Master of Marine Affairs (MMA) at the University of Rhode Island and expects to graduate in Spring 2026. Her research interests focus on enhancing IUUF enforcement strategies within the Coast Guard to develop durable policy solutions that support sustainable fisheries and maritime security.

Outside of her professional and academic pursuits, she enjoys running marathons and spending time with her husband, Andrew—also a Coast Guard member—and their dog and cat.
