Disclosure Review Process

Initial Routing

If your disclosure reports no Significant Financial Interests or Outside Activities, the InfoEd system immediately routes it into an “No Significant Interests” status and no ORI review occurs, under normal circumstances.

If your disclosure reports Significant Financial Interests, Outside Activities, and / or the need to apply for a PPP exemption, the form is immediately submitted to the ORI staff and the status of “Received (not yet reviewed)” is displayed on your InfoEd dashboard. ORI staff will review the disclosure to verify that it is complete and prepare it for further review. If additional information is required, you will receive an email.

Review

The Associate Vice President for Research Administration, in consultation with the Designated Responsible Official and the Conflict-of-Interest Management Committee (CIMC) as needed, will evaluate disclosed SFIs and Outside Activities on a case-by-case basis to determine if they constitute real or perceived Financial Conflicts of Interest or Conflicts of Commitment. 

Elimination and Management

If it is determined that a real or perceived Financial Conflict of Interest or Conflict of Commitment exists, the Associate Vice President for Research Administration, in consultation with the Designated Responsible Official and the Conflict-of-Interest Management Committee as needed, will propose a plan to eliminate or manage the conflict.

Exemptions per the Rhode Island Public Private Partnership Act

URI also recognizes that employees involved in research and development activities may also involve themselves in public private partnerships or have some other relationship with business or other entities that require an exemption from the Rhode Island Ethics Code under the provisions of the Public Private Partnership Act. If such an exemption is requested via the disclosure process, the request will be reviewed by the CIMC on a case-by-case basis.
