Program Proposal Forms

All new academic programs and some changes to existing academic programs require review by the RI Office of the Postsecondary Commissioner (RIOPC).

Program proposal forms are available in Word.doc and are downloadable and fillable. Once completed, forms require approval at the department and college levels prior to submission to the Faculty Senate Office (through SAKAI) for forwarding to the appropriate coordinating and review committees.

FULL PROPOSAL Form and ABBREVIATED PROPOSAL Form Use for:

  • New undergraduate and graduate degree programs (requires JCAP review)
  • Change to Distance Learning. Creation or addition of fully online degree program (requires JCAP review)
  • Changes that constitute over 25% of the (credit) requirements of the major, including changes in degree requirements
  • New undergraduate and graduate Certificate programs
  • New location for existing program
  • New (Continuing) Centers (> three years)

FULL PROPOSAL Form  Use when requesting new funds, resources, or facilities.
Submission of a FULL PROPOSAL is required when either the creation, moving, or change of mode of delivery of a program or the creation, merger, or transfer of a unit entails the expenditure of new funds, the hiring of new faculty or staff, or the acquisition or lease of additional facilities.  Complete the Rhode Island Office of Postsecondary Commissioner Budget Form.  The completed proposal with Budget Form requires review by the URI Budget and Financial Planning Office.

ABBREVIATED PROPOSAL Form  Use when no new funds are requested.
Required if the proposed program can be carried out by redeploying existing funds, faculty, staff, equipment or facilities. Complete the Rhode Island Office of Postsecondary Commissioner Budget Form demonstrating that existing funds are sufficient for carrying out the program. The completed proposal with Budget Form requires review by the URI Budget and Financial Planning Office. Proposers shall request a Statement of No Financial Impact from the URI Budget and Financial Planning Office.

MODIFIED PROPOSAL Form Use for:

  • New Interdisciplinary Minors
  • Addition of Tracks/Options/Sub-plans/Concentrations in existing programs

Complete the Rhode Island Office of Postsecondary Commissioner Budget Form demonstrating either 1) the need for additional resources or 2) that existing funds are sufficient for carrying out the program. The completed proposal with Budget Form requires review by the URI Budget and Financial Planning Office. If no new funds are requested, proposers shall request a Statement of No Financial Impact from the URI Budget and Financial Planning Office.

NOTICE OF CHANGE Form Use for:

  • Changes that constitute less than 25% of the (credit) requirements of the major, including changes in degree requirements (include revised Curriculum Sheet or Academic Map with changes indicated in Track Changes; include revised catalog language with changes indicated in Track Changes)
  • Change in program or unit title
  • Change in name of major and/or name of degree
  • Creation of new course code
  • Creation of new minor in a program with no major
  • Suspension/reopening programs
  • Seeking/receiving/losing national accreditation
  • Non-credit program
  • Offering previously approved programs under contractual agreements
  • Establishing Temporary Centers (< three years)

PROGRAM CLOSURE Form Use for:

  • Program closure (any existing program that would require review by the Commissioner of Postsecondary Education to be established must be reviewed by the Commissioner to be abolished).

ORGANIZATIONAL UNIT CHANGE Form Use for:

  • Organizational changes to traditional academic units (departments, divisions, schools, and colleges) and changes to nontraditional academic units that are created to implement combinations of academic, research, outreach and/or service activities that cannot ordinarily be accommodated within existing departmental (nontraditional academic units are typically called centers, agencies, institutes or outreach centers).
