Rhode Island Residency Policy and Requirements
As the flagship public university for the State of Rhode Island, the University of Rhode Island reviews and determines each applicant’s residency status in accordance with the policy set by the Rhode Island Office of the Post-Secondary Commissioner for the purpose of assessing the cost of tuition.
Residency determination for in-state tuition considers multiple factors, and is subject to change. Students applying for admission to a degree program are classified as eligible, or not eligible, for instate tuition residency at the time of their acceptance to the University.
How to Select Residency
First-Year applicants may designate their residency status by opening the “My Colleges” section of the Common Application, selecting URI, and then navigating to the “Residency” section. Transfer applicants will find their residency section under “Additional Questions” on the URI Transfer Application.
We encourage all students to review the complete R.I. Tuition Residency Policy to determine whether they meet the eligibility criteria prior to submitting an application for instate residency re-classification.
Residency Classifications
U.S. Citizens and
Permanent Residents
Unemancipated/Dependent Students
In general, an undergraduate student who is attending or plans to attend full-time, receives financial support from parents or legal guardians, and is considered by FAFSA to be an unemancipated or dependent student, should complete the dependent sections of the application and provide the corresponding documentation indicated for dependent students. Please review the complete state policy to determine eligibility.
If you are claiming re-classification as an unemancipated student, you will need to provide a copy of the following documents:
- Page 1 of your parents’ Federal Income Tax Return for the most recent year
- Parents’ certified RI State Tax Return for the most recent year (A certified copy may be obtained from the RI Division of Taxation, One Capitol Hill, Providence, RI 02908.)
- Both parents’ Rhode Island driver’s licenses and vehicle registrations
- All Trusts, Wills, Support, or Custody Decrees or Agreements affecting you, if applicable
- Parents’ current rental lease or evidence of property ownership. The names of the lessees or owners, the property address, and the effective dates must be clearly indicated
- A notarized statement from the Town Clerk indicating the original date(s) of voter registration for both parents

Emancipated/Independent Student
In the State of Rhode Island, an emancipated or independent student is defined as a student age 18+ whose parents or guardians have entirely surrendered the right to the care, custody, and earnings of the student. Please review the complete state policy to determine eligibility.
If you are claiming re-classification as an emancipated student, you will need to provide a copy of the following documents:
- Your Federal and State Income Tax Returns for the past 2 years
- Your parents’ Federal Income Tax Return for the past 2 years, OR, a notarized statement from your parents’ that you were not claimed as a dependent on their Federal Income Tax Return for the past 2 years and that they have no intention of such claim in the future
- Rhode Island driver’s license and vehicle registration
- Current rental lease or evidence of property ownership. The names of the lessees or owners, the property address, and the effective dates must be clearly indicated. If a formal lease is not available, a notarized statement from the landlord detailing dates of residence may be substituted.
- All loan agreements which clearly shows the names and signatures of all parties to these agreements, if applicable
- A notarized statement from the Town Clerk indicating the original date(s) of your voter registration

Veterans and
Military Affiliated
Veterans and active duty members of the Armed Forces, and their dependents, who meet the criteria for instate residency as provided under section 3.C of the R.I. Tuition Residency Policy, may submit the appropriate documents to uriveteran@etal.uri.edu.

Undocumented
Students
In order for undocumented students living in Rhode Island to qualify for in-state tuition, the Rhode Island Board of Governors for Higher Education requires that students submit the appropriate forms. Continuing, Non-Degree,
Graduate Students
Continuing Undergraduates and Non-Degree Students
Continuing undergraduate students, and non-degree students, who believe they have become eligible for instate residency due to a change in their status since becoming enrolled at the University, may file an application for residency re-classification with Enrollment Services. Please note the following:
- Applications for residency re-classification are due prior to the start of the semester for which re-classification is being sought. Decisions are not retroactive and will be effective for the semester which next begins.
- Applications must be fully completed and all requested documents as shown on the instruction page must be attached. A letter of explanation should be provided for any items not included.
