Rates and Fees

Investigators receive monthly CBRC invoices, which includes charges for daily care of animals (i.e., per diem) and other animal related charges. Examples of other charges are special veterinary technical services, surgical services, the purchase of medication and/or supplies.

Invoices should be reviewed to verify the CFS and any changes to the account to be billed should be placed directly on the invoice, initialed and returned to Ellen McVey (emcvey@uri.edu). Funds are only removed from the designated CFS when a statement has been processed.

The CBRC strives to work closely with investigators regarding issues of timely release of grant monies targeted for animal costs from sponsored programs. However, investigators should be aware that continued or repeated non-payment of animal related bills will result in a loss of their ability to house animals at URI.

Investigators must maintain a valid blanket purchase order (PO) with the CBRC vendor code (URI_CBRC). This mechanism will provide URI Accounting with a valid Chart Field String (CFS) to cover the invoiced charges. The CBRC requires investigators to use blanket POs to cover 6 to 12 months of care charges. Each investigator should estimate monthly care charges (for assistance contact CBRC@etal.uri.edu) to generate the blanket PO with adequate funds to cover this time period. The investigator is responsible for maintaining a positive balance on the PO, however URI Accounting will notify the PI when the blanket PO is low on funds and/or expired.

To create a blanket PO, submit a request using URI’s PeopleSoft. For information on how to process a blanket PO, see the Purchasing Department’s College Requisition for Blanket POs Manual. The CBRC’s vendor name falls under “URI_CBRC”. Once the college requisition has been processed, you will receive the blanket PO. It is required that you provide the CBRC (CBRC@etal.uri.edu) a copy of this document.

Per Diem Rates

The Comparative Biology Resources Center (CBRC) charges per diem based on the species, the number of animals housed and the type of care the animals receive. Per diem rates are based on the cost analysis and recovery procedures delineated in the National Institutes of Health (NIH) Cost Analysis and Rate Setting Manual for Animal Research Facilities. Approximately 80% of animal care costs are subsidized by the Division of Research and Economic Development and the individual Colleges. Per diem rates are reviewed and adjusted annually. Investigators are notified in advance of changes. For grant budgetary projections, an increase in per diem of 3-5% annually is recommended.
