Scope and Content Note
The series consists of records regarding ethical standards for elections, campaign fundraising, and other political activities. The series contains legislation relating to filibuster reform, voter registration reform, political action committee guidelines, and the Ethics Reform Act. The records consist of bills, congressional floor statements, amendments, reports, news articles, notes, memoranda, press releases, and speeches.
Subjects include:
Bankruptcy Reform Act (1998), regarding efforts to force high-income debtors who file for bankruptcy enter into a regulated payment plan.
Campaign Finance Reform (1990-1994), pertaining to spending limits on campaign contributions from special interest groups, bans on soft money, and lobbyist financing of House and Senate races. See also McCain-Feingold (S.1219).
Congressional Reform Bill (1991-1992), establishing a Joint Committee on the organization of congress to study the feasibility of limiting the number of years congressional members can serve on a committee.
Judge Walter L. Nixon (1989-1990), concerning the impeachment of the United States District Court Judge for Southern Mississippi for tampering with a drug smuggling case. Subjects also include the impeachment of Judge Alcee Hastings. See Ethics Publications series XLVI-P for published volumes of senate hearing proceedings regarding these cases.
Keating Five Case (1985-1991), regarding the congressional investigation of high-risk growth violations by the Lincoln Savings and Loan thrift corporation and the involvement of five United States senators.
Rules Committee Funding Resolution (1991-1993), calling for significant reductions in funding for the Senate Committees on Governmental Affairs, Labor and Human Resources, and the Judiciary. The resolution also recommended small increases in funding to the committees on Agriculture, Armed Services, Banking Energy, Environment, Finance, Foreign Relations, Rules, Veterans Affairs, Aging, Intelligence, and Indian Affairs. Term Limits Resolution (1991-1996), regarding efforts to approve a constitutional amendment to limiting the number of consecutive terms congressional members can serve in office.
Whitewater Case (1993-1996), concerning the involvement of William and Hillary Clinton in the case of Madison Guaranty Savings and; Loan and Whitewater Development Corporation scandal.
