Scope and Content Note
The series contains records pertaining to United States’ foreign policy and defense issues. The records include memoranda and correspondence with officials from the Defense Department and State Department. The records consist of reports, memoranda, speeches, press releases, news clippings, hand-written notes, trip files, congressional floor statements, government publications, news articles, bills, resolutions, amendment, confirmation hearings, congressional record statements and record vote analyses.
Records regarding defense and foreign policy can also be found in the Subject File, Series I.
Subjects include:
Afghanistan, 1985-1988, containing reports, memoranda and correspondence from “Helsinki Watch”, Council on Foreign Relations, and the Committee on Foreign Relations staff. The series includes the final text of the 1988 Geneva Accords, Soviet Embassy press releases (1987), and records regarding U.S. military strikes against the Osama bin Laden’s terrorist network (1998).
Arms Control (see also Intermediate Nuclear Forces Treaty (INF), 1979-1998, containing reports, memoranda, and correspondence from the Senate Republican Policy Committee, President Reagan, and the Arms Control and Foreign Policy Caucus. The series includes Chafee speeches, notes, news releases, and correspondence. Subjects include the Intercontinental Ballistic Missile Treaty, Anti-Ballistic Missile Treaty, and Arms Export Reform Act.
Bosnia (see also Kosovo), 1995-1998, containing notes, congressional floor statements, photographs (see Photograph series LXXIV) from Senator Chafee’s Bosnia trip. The records include reports, resolutions, presidential and administrative correspondence, news articles, and notes. Subjects include the Croatian arms embargo, Sarajevo siege, Dayton Peace Agreement, and U.S. air strikes.
Chemical Weapons, 1996-1997, containing debates over resolutions, budget reports, chemical weapons reduction treaties, notes from meetings, correspondence and memoranda from government officials and agencies. Topics include the Bigeye bomb testing program, Warsaw Treaty, Chemical Weapons Convention, and biological weapons control.

Defense Budget Appropriations, and Authorization Bills, 1985-1999, containing records regarding reports from Secretary of Defense Dick Cheney, military spending reports, military construction appropriations, defense policy changes, base closings, economic conversion plans, and arms reduction negotiations. Subjects include defense conversion legislation aimed at countering the negative economic impact caused by extensive federal defense cuts which led to record job losses after the decline of the Soviet Union. Subjects also included arms reduction talks with Soviet Union, refugee resettlement programs, constituent correspondence on Rhode Island defense issues, troop deployments in conflict areas, and funding authorizations for aircraft, naval vessels, Strategic Defense Initiative, and high-tech missiles.
East Timor, 1985-1999, containong of records regarding civil unrest in East Timor. The records consist of news articles, reports, correspondence with the President, correspondence with State Department officials, legislation, notes, and reports and correspondence from human rights organizations. Subjects include U.S. training of Indonesian soldiers under the International Military Education and Training (IMET) program run by the Department of Defense, government-sponsored torture and massacres, free elections, workers’ rights, and trade sanctions.
